Production Dates : JUN 23, 2022 – MAY 01, 2023 VIN Range 1 : Begin : NR End : NR Not sequential Description of Defect : Description of the Defect : The steering wheel on Model Y vehicles is attached to the steering column using a fastener. Manufacturing and service records suggest that there may be a correlation between certain manufacturing record characteristics and the fastener being installed but not torqued to specification. A fastener not torqued to specification could allow the steering wheel to disconnect from the steering column. Tesla is not aware of any instances of the steering wheel completely detaching from the steering column due to this condition. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : If an improperly torqued fastener allows the steering wheel to disconnect from the steering column, the driver may lose steering control, which may increase the risk of a collision. Description of the Cause : Manufacturing records indicate that certain vehicles may have incorrectly received a complete torque record because of a torque action in the preceding station. This may have allowed the vehicle to advance without the fastener being properly torqued. Involved Components : Component Name 1 : BOLT RC M16X1.5X26 PC88 PTP Component Description : Steering Wheel Retaining Bolt Component Part Number : 1036655-00-A Supplier Identification : Component Manufacturer Name : NR Address : NR NR Country : NR Chronology : – On May 4, 2023, Tesla Service technician escalated a vehicle concern after observing a loose feel in the steering wheel while servicing the vehicle for a seat trim repair. – From May 5, 2023, to May 19, 2023, Field Quality and Factory Quality investigated the service and production records of the vehicle in question as well as production records for all Tesla factories. – On May 22, 2023, Tesla made the determination to file a voluntary recall to inspect and repair, as necessary, the population of vehicles identified through the investigation described above. – Tesla identified 4 warranty claims and one field report (received between November 12, 2022, and April 26, 2023) that are related to or may be related to this condition. Tesla is not aware of any crashes, injuries, or deaths related to this condition. Part 573 Safety Recall Report 23V-385 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 Description of Remedy : Description of Remedy Program : Tesla Service will inspect affected vehicles for proper torque of the fastener that secures the steering wheel to the steering column. If an improperly torqued fastener is found during the inspection, Tesla Service will install a new fastener and torque it to the correct specification. Tesla does not plan to include a statement in the Part 577 owner notification about pre-notice reimbursement because there are no out of warranty repairs related to this condition. How Remedy Component Differs from Recalled Component : N/A; the underlying condition is independent of the involved component, which remains unchanged. Identify How/When Recall Condition was Corrected in Production : The tool used to torque the fastener in production has been programmatically and physically updated to prevent improper torque actions in the preceding station. In addition, the production associates have been retrained in proper assembly process. Recall Schedule : Description of Recall Schedule : All Tesla stores and service centers will be notified on or shortly after June 1, 2023. Perform a torque check on the bolt that attaches the steering wheel to the vehicle (80 Nm) (Figure 1). • If the bolt is torqued to specification, no repairs are needed. • If the bolt is not torqued to specification, replace the bolt, and torque the new bolt to specification.
